POP accounts can’t be added to Windows 8 Mail but if your ISP(Internet Service Provider) offering an IMAP(Internet Message Access Protocol) or, EAS(Exchange ActiveSync) to your account or, ISPs giving their users POP accounts by default then you may be able to add it. Now, how to use POP account to Windows 8 Mail. Take an example with Outlook.com,

    1. First of all create an account to Microsoft and if already having then log in(Outlook.com) with your details
    2. Click on Gear icon, and select 'More mail settings'
    3. 'Sending / receiving email from other accounts', click on that option that will come under 'Managing Your Account'
    4. Click on 'Click Add an email account' and then select 'advanced settings'
    5. Fill your all mandatory details i.e. POP server name, SSL etc then click on Next
    6. 'Your Inbox' do mark on this option
    7. After clicking on Save, Verify your email address
    8. Now, tap on settings in the Mail app and then click on 'Accounts'
    9. Now, Select Outlook and fill the Username and password then click on connect.

Sory to say but window8 does not have pop3 account. Because these accounts cannot be added on window8 mail service. But still you can download external software as default in your window mail. You can download internet messanging protocal.Pop account loader and exchange active sync. Etc they will work for you.
